Make BBQ sauce: Whisk together ketchup, vinegar, mustard, brown sugar, Worcestershire sauce, hot sauce, garlic powder, and black pepper in a large bowl. Measure out 1 cup sauce, and place in a small saucepan. Measure out another 1/4 cup sauce, and place in a small bowl for basting.
Salt chicken: Season chicken all over with 1 tablespoon of the salt.
Toss chicken with sauce: Add chicken to remaining sauce mixture in large bowl, and toss to coat.
Prepare onions: Preheat oven to 425°F with oven rack 6 to 7 inches from heat source. Line a baking sheet with aluminum foil. Toss together onion, olive oil, and remaining 1 teaspoon salt on baking sheet; spread in an even layer.
Put chicken on onions: Arrange chicken, skin side up, on top of onion on baking sheet in an even layer.
Bake chicken: Bake in preheated oven until a thermometer inserted into thickest portion of chicken registers 165°F, 35 to 40 minutes, basting with reserved sauce in small bowl halfway through baking time.
Heat reserved BBQ sauce: While chicken bakes, bring reserved sauce mixture in saucepan to a boil over medium-high, stirring often. Reduce heat to medium, and simmer, stirring often, until thickened and reduced slightly, 6 to 8 minutes.
Broil chicken: Increase oven temperature to broil. Broil chicken until charred on top, about 3 minutes. Serve chicken and onions with sauce on the side.
