Fudgy Oatmeal Bars

Oat Mixture:
2 cups packed brown sugar
1 cup margarine or butter softened
2 eggs
1 teaspoon vanilla
1/2 teaspoon baking soda
1 teaspoon baking powder
1/2 teaspoon salt
2 1/2 cups flour
3 cups quick oats
Chocolate Mixture:
1 package (12 oz) semisweet chocolate chips
1 can (14 oz) sweetened condensed milk
2 tablespoons butter
1 cup chopped nuts
1 teaspoon vanilla
Instructions
1. Preheat oven to 350°F. Grease jelly roll pan.
2. Mix brown sugar, margarine, eggs, and vanilla in a large bowl.
3. Stir in flour, baking powder, baking soda, and salt. Fold in oats.
4. Reserve 1/3 of oat mixture, press remaining 2/3 in greased pan.
5. For chocolate mixture, melt chocolate chips, sweetened condensed milk, and butter over low heat. Stir in nuts and vanilla.
6. Spread chocolate over oat mixture, top with remaining oats.
7. Bake 25-30 minutes or until golden brown.
