Winter Favorite Clam Chowder

2 cans minced clams
1 cup chopped onion
1 cup chopped celery
2 cups diced potatoes
1 cup diced carrots
Sauce:
3/4 cup margarine or butter
3/4 cup flour
1 quart half and half or regular milk
1/2 tsp salt and pepper
Instructions
Put vegetables in a large pot. Add juice from minced clams. Add water so just to barely cover vegetables. Cook for 15 minutes or until tender, stirring occasionally.
In a separate large pot, melt butter and flour together until smooth. Slowly add milk. Add salt and pepper. Add more salt to taste. Let cook until thickened. Add sauce to vegetable mixture. Enjoy!
Notes
This soup is also great without the clams and it makes those non-clam lovers happy.
