In a bowl, whisk together the mayonnaise, vinegar, Dijon mustard, and Worcestershire sauce until smooth.
Add garlic powder, onion powder, black pepper, salt, horseradish (if using), lemon juice, and cayenne pepper. Stir to combine.
Taste and adjust seasoning as needed.
Refrigerate for at least 30 minutes before serving to let the flavors develop.
