Hamburger & Rice Casserole

1 head green cabbage, shredded
½ cup uncooked long-grain white rice
1 pound ground beef
1 small onion, chopped
1½ teaspoons dried oregano
½ teaspoon dried sweet basil
¼ teaspoon garlic powder
¼ teaspoon dried thyme
½ teaspoon salt
½ teaspoon white sugar
¼ teaspoon ground black pepper
1 (28‑ounce) can whole tomatoes
10 slices American cheese
Directions
Preheat Oven: Set your oven to 350°F (175°C).
Prepare the Baking Dish: In a 9x13-inch dish, spread the shredded cabbage evenly over the bottom, then sprinkle the uncooked rice on top.
Cook the Beef: In a large skillet over medium heat, cook the ground beef until it is browned and crumbly (about 5 to 7 minutes). Drain any excess grease.
Add Seasonings: Stir in the chopped onion, oregano, basil, garlic powder, and thyme. Cook until the onion becomes translucent, approximately 5 minutes. Season the mixture with sugar, salt, and black pepper.
Assemble the Casserole: Spoon the beef and onion mixture evenly over the rice and cabbage in the dish. Using your hand, break up the whole tomatoes from the can and pour them over the beef.
Bake: Cover the dish tightly with aluminum foil and bake for about 1 hour 15 minutes, or until the rice is tender.
Finish with Cheese: Remove the foil, arrange the American cheese slices over the casserole, and let it stand for 15 to 20 minutes until the cheese melts and soaks up the juices.
